The study area for the “Harrison-Albany Corridor Strategic Plan” is bounded by the Massachusetts Turnpike to the east, Albany Street/Southeast Expressway/Massachusetts
Avenue Connector to the south; generally Massachusetts Avenue to the west; and generally Washington Street/Harrison Avenue to the north.
In March 2008, Mayor Thomas M. Menino noted that the study area was poised for growth. Desiring a comprehensive vision for that area, the Mayor
requested that the BRA prepare a strategic plan to include land use, urban design, transportation, and economic development principles and strategies.
The area is currently home to a diversity of land uses including light industrial, wholesale distribution, medical, commercial, and small pockets of residential.
Additionally, the presence of underutilized and vacant land parcels poses an opportunity for significant development. The desired outcome will be a strategic plan to guide future development within the Study Area so that it meets the needs of the diverse community in a way
that does not jeopardize existing neighborhood uses.
In order to inform city policies and land use regulations which will guide future development in the area, the BRA has been and will continue to work with neighborhood businesses,
property owners, institutions and community members to develop a comprehensive strategic plan for the Harrison-Albany corridor. The Mayor has appointed a 30-Member Advisory Group as part of
this strategic planning process, which started in April 2009. To-date, there have been 8 Advisory Group meetings and 1 community-wide meeting. The approximate completion and adoption of the Harrison-Albany Corridor Strategic Plan is Summer 2010.
Through the planning process, four subareas have been created within the Study Area, along with draft vision statements for each subarea. The next steps in the planning process will include analyzing land use and
urban design, studying transportation and infrastructure, designing development scenarios, identifying economic development potential, and developing an
implementation plan that may include recommendations for new zoning text and map amendments. Amendments to Article 64 "South End Neighborhood District" (text or maps) would be a separate BRA process starting subsequent to the completion of the strategic plan, and would continue to include guidance from the current 30-Member Advisory Group who is participating in the planning phase.
