In June 2003, the BRA, City agencies, Massachusetts
Turnpike Authority (MTA) and the Chinatown/ Leather District Central Artery Advisory
Committee began meeting to create a development program for Central Artery Parcel 24, which
is located south of Kneeland Street between Hudson and Albany Streets. With consensus that
the site should be primarily housing, the City, MTA, and Advisory Committee worked over the
course of 13 community meetings to create development guidelines and program for the site.
In December 2004, the MTA issued a Request for Proposals for Parcel 24, and submissions
were due on March 15, 2005. One submission was submitted to the MTA. In March, 2006, the
MTA selected the Parcel 24, LLC (a joint venture of the Asian Community Development Corporation
and New Boston Development Partners) development team’s proposal for over 300 units of rental
and condominium housing with over 50 percent on-site affordability. Parcel 24, LLC’s development
proposal will be subject to the BRA’s Article 80 review process, and they plan to file their
Project Notification Form in early Spring 2008. For more information about the Parcel 24
